Motivations:
Initially motivated by a hard-core of loyalty to her adoptive family and a fierce desire to ensure no one had to live the life that she grew up with, Hiroko's angry passion to fight was extinguished when she sacrificed herself.
Her new motivations are officially purely to serve and be useful as her neural net programming directs. However, some glimmers of the person Hiroko used to be still shine through sometimes, and while she has never explicitly voiced nor acted in a way contrary to her programming, she has infrequently exploited loopholes or grey areas in order to fulfil personal objectives, such as the protection of the innocent, recover information lost in her locked memories, or seek retribution against those who "killed" her and her team.
Whether Hiroko has the potential for a full range of human emotions if her programming is broken is uncertain. What is known is that without her programming, she would be a very dangerous and volatile Techmage, a Freelancer who ironically cannot be allowed to be free.
Personality:
Hiroko's current personality could be best described as cold and emotionless, stoic and impersonal with little wasted words or actions. Many assume she is simply purely a robot, however those who observe her for long periods of time will notice a tendency towards occasional "glitches"- irrational or pointless expressions or behaviours that do not match her strict core programming. Some fear she is becoming "Computer Senile"- a condition that inevitably occurs in complex operating systems that are left to operate autonomously without any resets or shut-downs for too long a time. However, the Bureau and her handlers are reluctant to wipe so valuable an agent. Part of the reason for her reconstruction was precisely those skills tied up somewhat in her memories and personality, after all.
As time progresses though, Hiroko's old fiery personality begins to more and more manifest itself. Sassy, irreverent, prone to self-destructive behaviours and fiercely loyal to those she cares about, Hiroko's personality made her a difficult but highly exceptional Techmage. As far as romance goes, Hiroko is and has shown capacity to invest herself personally and emotionally in both men and women.
One would need to be almost as exceptional as she to break through her layers of programming, suppressed traumatic memories and baseline wild personality to win her heart.
Backstory:
Born as just another one of many street orphans on the Ecumenopolis of the Trans-Pacific Colonies, Hiroko learned very quickly how to survive in a harsh world without any guidance. She quickly fell in with one of the stronger street-gangs, and worked fiercely and tirelessly to place herself high in their hierarchy, her wiry frame betraying an animal ferocity and inhuman determination, not just to survive, but to protect those who she shared her loyalties with.
These qualities, along with her latent talent for Technomancy, made her an ideal candidate for one of the Bureau's recruitment programmes. Picked up in mid-adolescence, she was quickly deemed as unsuited for being an Elite, and so she quickly was fast-tracked into the gruelling world of Freelancer training. Applying what she learned in the streets, she soon adapted to the harsh military life, and developed new strong bonds with those around her.
Assigned to one of the Bureau's frontline special operations forces, she and her team- the ironically nicknamed "Noble Six"- were frequently deployed to worlds just like Trans-Pacifica, expanding the Administrations control over the Dimension Sea with a combination of techmagic and finely honed tactical skill. She quickly became famed as a legendary sniper, supporting her team at range with devastatingly accurate shots, but also capable of holding her own when in a close-quarters fight.
As retirement and the opportunity to muster out beckoned, the Noble Six found themselves assigned to what had seemed like a routine disaster evacuation mission. However, upon arrival they found the colony they were to assist in the evacuation of was already breaking apart, and under attack by significant and heavily armed military forces of unknown origin. Equipped only lightly, the Noble Six nonetheless did their duty, holding off the attackers as long as possible to guarantee as many civilians made it to the transports as possible. Falling one by one to an unknown force, Hiroko did her duty and then, declining evacuation herself, stepped out to defeat the attacks or die trying.
Once the planetary quakes had subsided, a piloted TSA drone was able to recover what remained of Hiroko Agueda from the battlefield. She was deemed a suitable candidate for a clandestine project of Magitek Augmentation based on the Numbers Project, which augmented her body with synthetic and artifical materials. It was a highly secret project that sought not only to replicate the forbidden techniques that created the combat cyborgs known as the Numbers, but also to surpass them, using a mostly intact but deceased TSA soldier as a baseline. Hiroko happened to be a suitable candidate, and one who was successfully activated after months of careful and difficult work.
Hiroko Agueda would be among the first to be reborn as part of this Lazarus Project, which hoped to compensate for the deficencies of the "Type Zero" cyborgs by using existing bodies already conditioned to a lifetime of combat and technomancy.
Having successfully preserved her combat skills, muscle memory, and full range of Freelancer Techmage abilities, Hiroko was codenamed "Tredici", and reassigned to work exclusively as a black operations agent for the TSA.
Hiroko Agueda, a fallen hero, was now officially and legally dead.
Since then a sophisticated neural net of programming and guidelines have overlaid her damaged and shattered mind, ensuring both her continued usefulness to the Bureau and "protecting" her from her traumatic memories and recent dark activities.
It doesn't hurt from a TSA perspective, of course, that she is now incapable of refusing direct orders, and, unbound by conventional limitations or morality, has only become an even more dangerous and lethal sniper and assassin.
But her programming and reconstruction are fragile. Strained to their limits by years of continuous operation without rest, placed in extremely dangerous encounter after encounter, commanded to do all the Bureau's dirty work, the agent formerly known as Hiroko was now in danger of falling apart or going rogue if she was pushed much further.
Furthermore, mindful of the dangerous legacy of the Numbers- who had attacked the High Council- the Lazarus Project fell afoul of a routine audit. The risks and costs of maintaining Tredici and the others like her was seen as now too great, despite the results they had delivered.
So, to wash their hands of such a dangerous tool, the Administration "volunteered" her for one last mission. The Hexhammer Project. Her skillset would surely be of use to them, and if she was to be rendered inoperable well, she had already more than outlived her usefulness. And, after all, legally speaking, the "real" Hiroko Agueda died a Hero, many years ago. This Gynoid is simply another expendable asset, a machine to be "retired".
Call to Action:
Born into urban poverty on a hive world, Hiroko's natural aptitude gave her an opportunity both to escape the impossibly difficult life she knew and also to serve a higher cause, to serve it in the pursuit of protecting not just her teammates who she bonded with, but to defend the known universe from all manner of threats, and try to guarantee a brighter future for all those like her who would never know this opportunity.
Today however, she is a dormant existential crisis waiting to happen- no longer truly human, rebuilt and used as a war machine, Hiroko's identity and purpose have been suppressed and buried under hardcoded programming and years of rough treatment.
It is uncertain what her reaction will be should she become more aware of her past self, or indeed even if this machine might not be a new Hiroko, waiting to be born.
For now, her call to action is what her handlers tell her to do.
