So, the Membership Committee had duties beyond just processing where everyone wants to go - they were responsible for the connections between Havens, and getting everyone on the same page. If they had to organize a meetup between different Havens, handle the differences between them, or organize the right people for missions that transcended the duties and obligations of any specific Haven. So, a lot of people-work.
For Kin, who was in the Haven to find friends and get connections that could help him further his specific path as a hero - every hero strives on the power of friendship, after all - this was very good news.
As far as their neighbourhood went, Mizuna was very middle of the road as far as city wards went. Not as peaceful as the wealthiest districts, but nowhere near the chaos of the coast, either. However, the Wings of Magius, those gruesome terrorists which Kin's Companion warned him about, were more active in this area than anywhere else - and that briefly got the teen's blood boiling. If the Magius are active here, that means someone needs to be here to stop them - and isn't that his duty? One of the two threats that his Companion recruited him for in the first place.
"Alright!" Kin called out. "I think I've got my mind set on a Haven now." He picked up his unfinished application form, and, giving one last chance to his mind to give this some thought, then writing down Kukae Haven and handing the form to Kagami. Grinning with a goofy smile, the teen then continued:
"I guess this means we're gonna meet each other here more often, right?"
After finally settling everything regarding his Haven application, Kin stepped out of the office, with a visibly brighter smile than he had when he stepped in. His anxiety about meeting a higher up bureaucrat from the Membership Committee vanished entirely. There were several people already waiting - guess he took a little longer than normal to handle his application, and thus made several people wait. There were boys, girls, most unfamiliar, some-
"-Oh, Gwy!" Kin called out and rushed towards Gwydion with a beaming smile - the two had met a few days ago and learned to trust one another after a slightly rocky start. "You're here, too? Have you thought of where you're gonna live? Oh, if you have no idea yet, then why not bunk with me in the same haven as me? I chose Kukae, I heard it's great!"
After rattling out ideas to Gwydion out of excitement, Kin suddenly stopped. He could hear a familiar tune.
"...Hey, who's playing anime music?"

"Likewise! and don't worry! I struggled against Pierotpiece too! just like many Shanghai fans, she's CAN inflict madness after all! hehehe!" WooO! this person, Koike Seichi, likes Pierotpiece huh? She should make something about her! A poster? No. A statue? Nah…Oh! Perhaps a cosplay- "Hmm?" Yume took a look as Gwydion Levinegard entered the room she looked over the man, Wow! he looks REALLY old school, likes super much! "Oh! Hai there! Do you know of Shanghai as well as my new pal over here?" she gave a pat to Koike Seichi as she walked over to Gwydion with a smile! …Shanghai? Is that…some sort of…god? The weird girl seemed to radiate that feeling of faith and devotion…but it’s weird, truly, it is. “Do you have one of those little critters too? He called them a companion, if you do, what does it look like?” Her eyes bolt around, looking around the room looking for your companion and- “ Oh, Gwy!”Yume cocked her head, she turns and see a blond boy, must have been the one in the room before she got here and he seems to know this dude, Gwy is his name? interesting, she will keep this note. " You're here, too? Have you thought of where you're gonna live? Oh, if you have no idea yet, then why not bunk with me in the same haven as me? I chose Kukae, I heard it's great!”
Kukae? What’s that? A Haven? Hmm…Interesting, she will keep this in mind. the Boy then stopped, as if looking for something, how…odd? "...Hey, who's playing anime music?"Anime music…? Oh dear! She left the Shangahi game on her phone! ”oh! Sorry! That was me! Hehe!” Silly Yume! Leaving stuff on lowers power! she walked over and put the phone in her pocket before smiling at the trio! ”hello! It’s nice to meet you, everyone, I am Moriko!” Said the strange, strange girl. “Do you two know of the goodness and godliness of Shanghai?” She asked Kin and Gwy.

"Hmm?"
Seiichi couldn't think of anything else to add to his conversation with Moriko. But soon, he turns around and sees the arrival of a very familiar face. So when he saw Gwydion arriving, Seiichi was glad to see a familiar face in this building.
“E-Excuse me! A colleague of mine has just arrived, s-so I'm sorry for cutting our talk short!”
Seiichi bows politely to Moriko before he heads towards his fellow Warlock and greets him with a simple waving.
“Gwydion san! I’m happy to see you here, i..was....worried we lost you!”
Seiichi laughed nervously. He remembers freaking out when he and Hachibey realized that they lost the English lad during their journey to the Haven. Seeing him again gives the glasses nerd new found hope in their temporary alliance. Though he’s not sure if the two would end up in the same Haven..
“Gwydion. It’s a delight to see you again. Seiichi and I were happy to see that you arrived.” Said Hachibey, who just kept on staring with zero emotion. It’s kinda creepy that he ddint smile or frown. Almost as if he never has any emotion at all..
“You should head to the front desk and sign in, it’ll probably take awhile before any of us goes in next..”

Matsuda Ruki Ruki nodded as the new arrival declared his intent to just wait and look around. The conversation between the two discussing the Shanghai Project carried on, although the new arrival cut this short, as he seemed to be familiar with the Koike-san and his glasses. The newcomer registered his name as one Levinegard-san. Gaijin were not uncommon these days, given how the number of Hexes in the city was growing... possibly attracting Wishmaker tourism, in a way. And she was fine with this, unlike certain more conservative elements of society. At this moment, Nishimine-san finished his meeting with Kagamin-senpai and made quite the entrance as well. Offering everyone the suggestion of just joining up here with Kukae Haven. Well there was certainly quite a bit of room, as Kagamin-senpai's apartment building was competing with others in the area. This would have otherwise been a slow month, were it not for the strange recent influx of tourists. If they all did join up, then she would be working with them on matters of the Membership Committee. Not a problem in itself. But hopefully, he would explain a bit more about the responsibilities that the Committee undertook, lest they end up joining without understanding what they were getting into. Either way, if they did end up joining, then she would make sure to help them as best as she could to adjust to both Haven and Committee life. But first, she would at least give them a brief overview. "If you would like to know more about what to expect from Kukae Haven, we have some basic information available over there." She pointed to the wall next to the game room door, where a large poster of Mizuna Ward was pinned to a corkboard. Well... that was what normal people would see. Anyone with a soul gem would see right through that illusion, instead finding a brief description of Kukae Haven's responsibilities, activities, and perks. It wasn't unusual for Union members to disguise such information in plain sight. In fact, the News Committee published all of their articles on the Literary Pages of every school paper in the city. Normals would see poetry or short stories submitted by that school's students. Wishmakers with active Union memberships needed to only swipe their finger over the page like a tablet, and they would see what the hidden message really was. It was quite the room. A first; having a lively conversation with other people as this since he was used to being ignored during his travels. He had casual talks with the others, probably one or two locals or tourists in the places he visited, but it was more of inquiries or asking for assistance as he adjusted himself to this strange new world. None of it was anything as engaging as this, and even though it was quite overwhelming for him, he welcomed it all the same. This could mean he was starting to belong to a world he barely knew. Ah yes. That feeling of belongingness. He had not felt it for a year, perhaps even years… Since he woke up to a life full of chaos, witnessing the war all throughout his life. It was already quite a satisfaction, waking up from his kind of nightmare, experiencing this dull peace. But this conversation right here, seemed to have confirmed his existence somewhat. But of course, that also meant he would have needed to respond to each and every one of them. Starting off with Seiichi, the boy he met earlier this morning at a ramen shop. “No worries, Si– Seiichi. It was too crowded earlier and I do not have your contact so it’s understandable. The good thing is we still encountered each other in this meeting place.”At that he would also recognise the presence of the white alien cat, “Thank you, Hachibey. And yes, I already did sign in the enlistment area.”It would not take that long, however, before the blonde smug girl joined in the conversation. He recognised her as the person who couldn’t seem to stop herself from discussing a certain topic he did not have a clue on. A Shanghai Project? The clueless prince would tilt his head in confusion. “Uh… I apologise for my ignorance but I am not familiar with this… Shanghai Project. I notice some odd stuff posted on large boards in the town square. Some caricatures that seemed to be appealing to most people of this land. But that is all.” If his language was not clear enough for everyone, he was merely talking about the 2D anime characters he saw on billboards within Kamihama City. It wasn’t until she noticed Kin’s presence that he realised the blonde teenager was also here. It had been quite a few days since they met. He had been so kind to him during their first meeting that the invitation to join the same Haven would indeed seem reasonable. “It is a pleasure to see you again, Kin. Of course. I would be glad to join you in the same haven. It only makes sense.”Naturally, he would settle with this idea. However, perhaps, as helpful as they wanted to be, the veteran members of this haven, Ruki in particular, advised them to be wise with their decisions, pointing out to the poster detailing all the responsibilities that entail anyone who decided to join this sanctuary. Gwydion did not actually mind. Since he was still new to this world, it would be helpful to stick with the acquaintances he encountered along the way. Moreso, since he still did not have any idea what danger awaits him in dealing with these witches. “To me, it doesn’t really matter what the responsibility is. My main concern is to join whatever sanctuary my…” friends? Acquaintances? It was still quite early to assume they were his friends… right? Yet, there really was no formal agreement to know whether one person is a friend or not. What would be the appropriate term to call them? Acquaintance seemed a little too distant too. And he worried it might be taken negatively in this world’s language. The gap was so large, some of the words he knew likely had lost their true meaning. In such contemplation, the medieval prince couldn’t help but widen his eyes in delight as he realised the proper term for his newfound allies. “...comrades. It is important for me to stick with my comrades no matter what. So I’d choose to be in a haven they’ll be choosing. "Shanghai Project is an anime, I'm pretty sure," Kin explained when Gwy began to ask about what Shanghai Project was - the music playing in the room came from a girl, who, apparently, had forgotten that she was playing the tunes - and described the franchise in a bit... fanatical manner. Kin only really got a chance to listen to the original soundtrack on the internet, leaving it in the background when he was working on homework sometimes. "I... thought you have anime in Britain, don't you? Or, I guess you have cartoons, instead... anime is kind of like that."
Gwy's decision to join Kin in the same Haven as him immediately put the blonde teen in a brighter mood. With a friend, maybe even friends, moving to a new place to live will certainly be a lot more fun than just being forced to live alone again. After a small conversation with Ruki, the attendant in the room who pointed out a poster with information about their Haven and Ward, the young noble confirmed his decision. As soon as he heads to Kagami's office for his documents, it will become official.
Kin's attention was caught by another Warlock - much like him, the dark haired man recognized Gwy as soon as he arrived to the Haven, even explaining that he was worried for the noble's absence. While Gwy was explaining his decision to Ruki, Kin approached the man, speaking:
"Hey, so you're Gwy's friend, too?" With a warm smile, the blonde teen outstretched a hand. "Nice to meet you, my name's Kin, and I'm in the Magia Union, too! Hey, if you and Gwy are working together, then would you like to tag along with us to Kukae Haven, too? It'd be great to have even more friends living in the same place."
They've known each other for ten seconds, at most, and yet Kin already spoke with the same tone he'd address a close friend with.

Wow! a lot more Men then she was expecting, considering she was told about magical girls, but hey! new people she meets so she doesn't have to be all alone isn't that right? The girl's face cringed a bit, an anime, an ANIME, A MERE TV SHOW!?

Shanghai Project is beyond an anime! or some other cartoon! it's a masterpiece! a glorious thing that must be spread!
AND IT'S NOT EVEN AN ANIME!
"...Ahem? did I...hear you call...Shanghai...an...anime?"
she visibly shakes and twitches.
"WELL! For one, it isn't! it's something MUCH better! a union of thousands-no, Millions of fans across the world gathering for one, magical place, of the wonder of Gensokyo, the hidden world above all worlds created by the god JUN, a divine intervention to the world is it! and besides it's source isn't even anime!"
her eyes may as well be gleaming with a burning spirit as she said this, the devotion is truly there in this girl, this girl isn't JUST a Fan, she might as well be breathing in it!
"Millions of games created by the fans are made per year! Shanghai is the main thing in Doujin works! Various stories and games are made using the wonderful world! JUN is a God! A Muse for the modern era! Modern Divinity! can an ANIME INSPIRE SUCH LOVE AND DEVOTION!? I DOUBT IT CAN!"
She pointed at Nishimine Kin with a smug Grin, her eyes glowing with a bit of rage!
"You! when we get the chance next, I challenge you to a spell card battle, a friendly duel!"
Man! she feels like she is burning! she will need a duel with the man who called Shanghai an anime to cool down! Spell cards are how conflicts are dealt with in Gensokyo, and so, IT WILL BE HOW IT WILL BE RESOLVED, YES!
"I must show you the wonderful power of creation!" she smiles with Over-Confidence!

"I-I guess i should've asked for your contact before heading out.."
Seiichi felt kind of responsible for separating with his partner due to his lack of communication and social ability. But still, he's happy to reunite with his Gwyn in this building. But then he noticed the arrival of a blonde teen. He appears to be around Gwyn's age and well acquainted with him. They must've met before Seiichi's arrival.
"I'm Seiichi. It's nice to meet you as well.."
He says while grabbing Kin's hand for a friendly handshake with one hand and pushes up his glasses with the other.
"I think that's a great idea. Since you and Gwydion san seem to be well acquainted, I'll consider joining you as we-"
But this greeting was interrupted when the blonde strange girl starts shouting with great anger. Seiichi turns around and sees Moriko pointing at Kin and starts shouting about challenging him to a duel!
"H-hey! I don't think this is the right solution! Y-You cant just get upset at someone's harmless opinion about a niche indie game and challenge them to a fight!"
Seiichi stands between the blonde Warlock and the pissed up crazy Shanghai fangirl, hoping that he could solve this in a more peaceful manner that doesn't involve violence between fellow Union members!
"I-I'm sure Kin san isn't trying to hurt your feelings! B-but i need you to calm down, Miss! I-It's just a bunch of indie bullet hell games made by one guy!"
Seiichi felt nervous. He wonders if he's making this more worse than it actually is, given how passionate Moriko is about her beloved Shanghai Project..
Hachibey is silent throughout this. To him, this is just another squabble between humans..

The gap between the years he lived and this generation was… unexpectedly longer than he anticipated. Well, that was obvious with the technological development he had seen around the globe, but he did not expect he would also miss out in the area of literature and entertainment. What entertainment they had in the medieval times would be seen as brutal, if observed in real life today, but perhaps amusing if it was written down on paper, told in a creative prose or was created in a form of sketches turned into life the modern generation now call animation or anime for short. Gwydion, while donning a serious and stern face as usual, was confused at what Kin was talking about. He had not seen any caricatures nor idol pop songs playing on England’s billboards like they were art exhibits in Kamihama Town Centres. “I… haven’t noticed them as they are not as obvious as the caricatures are displayed all around Kamihama City.”Right as he was about to address his newly found comrade this morning, the blonde girl suddenly retaliated at the blonde lad’s statement about the Shanghai Project being an anime. He had no idea what it was, so he figured it was none of his business to meddle in their fight. However, the girl threatening his friend suddenly struck a nerve in him, if only for a bit. It was a petty argument. Especially for something so foreign to him. Seeing Seichi a bit concerned meant this might turn into a brawl. A situation that would be unfavourable for them if they were to lodge in a single sanctuary. Thus, he stepped in. His golden eyes fixed on the lady’s, not making a threat but a stern warning, “Listen. You, or rather we… are not in the right place to argue about this stuff. I am not familiar with this Shanghai Project you’re so into. But if it makes anyone as frantic as you, I’d rather not involve myself in it to keep my mind sane. This is not something you should argue about. Especially with a comrade you just met. This would impede our progress in finishing our tasks as members of this haven. So, please. Be at peace with everyone as much as possible.”After a moment’s silence, if it would ever be, he’d turn to the raven-haired guy, “Indeed, it would be beneficial if we stick together. That means we won’t be having a hard time meeting and planning things out.”“You should, too. As the only girl in the group, it is our duty to protect you and make sure you are safe,” he remarked with a light smile, addressing the blonde girl again. The sudden change of mood might be odd to anyone, but to Gwydion, it was only appropriate since the problem earlier had already been addressed. The smile was genuine to show her he truly welcomed her despite the odd behaviour a few moments ago. After all, shouldn’t birds of the same feather flock together? It seems that Kin had made a grave mistake.
Before his conversation with the other, glasses-wearing boy, named Seichi, could even get anywhere, he was suddenly beset by the same girl who had been playing Shanghai Project music earlier. As it turns out, he had mistakenly called it an "anime" a few moments prior, trying to explain the concept to Gwy, and this offended her so much that not only she had to stop him and lecture him on the difference, but also challenge him to a "spell card battle". A sparring match, that is, where they both put their abilities to the test.
Immediately, Seichi and Gwy stepped to Kin's defense, both of them explaining that he did not actually mean to offend her, and that she was making a mountain out of a molehill here. Which was indeed true. However...
"Guys, it's fine. For some people, it's a matter of honor - I've witnessed as much in school," Kin explained, first turning to the two other boys, with an apologetic smile, then shifting back towards Yume. "Besides, I wouldn't actually mind trying my abilities against someone else with powers - all I've been able to do so far is flail at the air in construction sites."
Briefly, the blonde teen bowed. "I apologize for offending you. I will take your challenge, and I hope you do your best, because I will."
He'll need to ask the woman who was standing in this waiting room on whether she knows where they could safely spar...
Right as he departed, Kin waved towards his friend. "I'll catch you later, Gwy!"

Koike Seich oddly intervened, strangely to defend Kin, the magical boy who just made a very very rookie mistake, even up to blocking the two of them, Koike then went onto the fact that Shanghai was made by one man, well, of course it was! ”yep! Shanghai was made by that one mighty god of imagination! But his story inspired many, many other stories! Also, ‘Niche’? I would look a bit around, because around here in japan there is a LOT of Shanghai fans like me so I really wouldn’t call it niche.” She passively shrugged. The third boy, Gwydion Levinegard, who seems to be as if from a different timing said something that frightened her! Him stating that he wouldn’t want to learn about Shanghai because of concerns of insanity of all things! Was…was She being TOO eccentric about Shanghai at the moment?! Oh dear! Oh JUN, Was she TOO harsh on Kin? The man did have a point them magical girls still need-No wait, they are magical boys…hmm, wishmakers? Yeah lets go with that. They need to make sure they don’t become monsters which would not help to make Shanghai bigger AT ALL… Yume looked apologetic at the duo, but before she could say anything, Kin spoke again.
Kin: "Guys, it's fine. For some people, it's a matter of honor - I've witnessed as much in school,“
oh thank JUN! He understand! He understands the concept of Honor and how you defended it, even if it wasn’t the wisest idea. he apologizes but at that point, Yume is already fine and dandy, she bows as he leaves. “See you then!” She says! Determined to show people her power too!

As soon Moriko calms down, Seichi lets out a sigh of relief. He dose not wanna spend his first day here watching fellow Wishmakers fight each other all because one girl got really really passionate over her favorite game franchise. It makes him wonder if she has abilities related to shooting and air maneuvering. He'll wonder about that in a future conversation with Moriko that dosen't escalate into a argument. For now, he focuses his attention on the foreign boy. He makes a good point about sticking together and planning things out instead of just flying solo after all the time they spent trying to find the darn place!
"I agree. It would be a bad idea to just do this Wishmaker life solo. Though there's a chance we might work with more members or any future recruits. So let's be prepared the moment we team up with our more....passionate fangirl in a future hunt. N-No offense, Miss.."
And he hopes to god that there won't be another conflict involving her ever again. Then he just remembers something and asks Gwyn a simple question.
"That blonde kid who left earlier. He seems to know you. Is he a friend of yours, Gwyn san? We could ask him if we could join forces if you like to.."
Hachibey just sighs and shakes his head. The whole wacky moment that just happened is nothing but a major waste of time. To the incubator, He thinks Seichi should've just ignore Moriko and Kin and just continue on with his journey to the truth..

“Well, I guess that settles it.”
“Yes, I do know him. We met in front of MgRonwald’s just a week ago. We joined forces helping an old lady in distress. She uh… got robbed of her belongings and we thought she could use some help…”
After that, he was invited by Kin to a dinner at his house but the raven-haired prince didn’t think it was a necessary detail of how they met. He looked around and it seems it there was nothing else to do here. At least he knew this would be their quarters for a while. Perhaps it would save him some pennies if he transferred here as soon as possible.
“Yeah, he suggested joining forces, right? I assume we’ll be living here together. Then I should go get and prepare my stuff as soon as possible. I shall communicate with the veterans another time, when they’re less busy.”
“I shall see you again!”
