Identified as a "terrorist organisation" by the Companions, the Wings of Magius would rather you called them "freedom fighters". A gathering of Wishmakers who have discovered the dark truth surrounding their contracts, they have united together under the banner of three mysterious leaders who call themselves Neo Magius: the "New Mage". These shadowy individuals have created a magical system that appears to have short-circuited the natural progression of Wishmaker to Hex.
How this happens exactly is little understood by those in the rank and file, but it is no doubt thanks to the "Doppel" Phenomenon, which now affects every Wishmaker within the city limits of Kamihama. Once a Wishmaker's soul gem reaches maximum despair, it does not hatch into a Seed. Instead, it is cleansed as the darkness is consumed by the Doppel, a mysterious entity reflecting one's inner Hex, a near-perfect copy that distinguishes itself by wearing a bone white mask.
The Wings of Magius' ultimate goals are unknown, but they are outspoken about offering "Salvation" to Wishmakers, presumably through their Doppel System. Their involvement with the spreading and protection of Rumours, however, renders their methods, if not their true motives (whatever those might be), rather suspect.
They are also clearly opposed to the Kyu, calling them "devils" in their rhetoric and having somehow erected a barrier around Kamihama City that rendered unconscious any Incubator that entered it. This barrier was unwittingly destroyed by the team that would eventually grow to become the Kamihama Magia Union.
In response, the Kyu, now having integrated themselves into the KMU as "Companions", have launched an extensive counter-propaganda campaign, and made the destruction of the Wings of Magius their top priority. After all, Puella Magi not turning into Witches is a big problem for their magical energy farm.
On the other hand, Hex Hammer at large dismisses the Wings of Magius as a kooky extremist cult that does not particularly threaten their mission on Earth. Bureau operatives are only to engage WoM "cultists" when they are clearly up to no good.
Similarly, the Wings' general attitude toward Hex Hammer is one of happy indifference. Most intercepted Wings of Magius propaganda portrays the Expeditionary Force as a welcome distraction, a new enemy for the Devil to fight against, which gives the Wings breathing room to perform their self-proclaimed mission of Wishmaker Salvation.
A Murder of Feathers. Usually one White Feather is enough to lead a group this big.
The Wings of Magius is divided into two castes aside from their leadership. Rank and file members are called Black Feathers, of which there are at least three levels of seniority. They are distinguished by their black robes. These tend to be weaker than the average Wishmaker, which explains why they would join such a group: they are the ones most likely to die in battle or turn into Hexes in short order. WoM's message of "salvation" rings strongest with them.
Higher ranking members, chosen for their leadership abilities rather than sheer power, are called White Feathers. They are distinguished by their white robes. Again, this category has multiple levels of seniority. From commanding a Murder of about a dozen Black Feathers, to supervising major operations consisting of an entire Wing, however large that is. Intelligence by the other major factions is still unclear of how many constitute this grouping. The presence of a White Feather on the scene indicates that this particular group of Feathers is doing something somewhat important at the very least.
The highest ranking White Feathers are privileged with meeting directly with the Neo Magius. There are rumoured to be a handful of these, hypothetically seven, and the Kyu are hard at work attempting to discern their identities. Tentatively, they have been designated as "Crests", based on intercepted communications between Feathers who are too stupid to use encryption.
At present, few Warlocks, if any, are seen donning the iconic robes of WoM. This might be due to the fact that this new type of Wishmaker was designated specifically to help combat the Wings of Magius' "terrorism", in addition to the rising tide of Daemons. Their doors remain open to even these boys, however. Any Wishmaker seeking salvation is welcome to partake of the Neo Magius' blessing.
